The Board of Zoning and Architectural Review (BOZAR) is a seven-member board of local residents appointed by Town Council for at least three-year terms. BOZAR typically holds one public hearing per month to review building, zoning, and land use requests. The board also advises the Town Council on zoning, land use, design review, and historic preservation matters.
The Design Review Committee (DRC) includes two rotating BOZAR members and one permanent Town staff member. The DRC evaluates proposals for alignment with Design Guidelines, and neighborhood context. Based on discussion, the DRC recommends approval, denial, or no recommendation to BOZAR. Historic properties may require more detailed design review.

BOZAR Submission Criteria
Review the following guidelines and application checklist to ensure you meet all submission criteria. Note that you must receive BOZAR approval before applying for building permits. Once approved, you may move on to the building permitting process.
- Design Guidelines
The Design Guidelines are the foundation underlying the Design Review process and are essential for the Town in it's efforts to maintain Historic District status and the over-all charm of our community. The Guidelines are a great starting point when considering building or remodeling in Town. Please visit the Building Department Staff with any questions about your project after consulting the Guidelines.
To navigate the Guidelines, first determine the zone in which your property is located. Please consult the Town Zoning map or contact the Building Department to determine what zone your property is located in. Then, read the chapters which pertain to your property. If your property is historic, please see the Chapter 3 Guidelines pertaining to Historic Preservation as well as to your particular zone. If you plan to build a new structure, please see Chapters 2 and 4, which provides Guidance for all new construction.

When you are ready to have your project reviewed by BOZAR please fill all of the below forms relevant to your project and email them to building@crestedbutte-co.gov
- Development Permit Application (BOZAR Application)- Use this application for all BOZAR submissions, including:
- Minor exterior changes (e.g., window or door replacements)
- Historic rehabilitation projects
- Additions
- New construction
- Materials List Form - Primary Structure - Required if your project involves construction on a new or existing primary building. This form outlines the materials that will be used and is referenced during building inspections.
- Materials List Form – Accessory Structure - Required if your project involves construction on a new or existing accessory building or dwelling. This form details the materials to be used and is also referenced during building inspections.
- Demolition and Relocation Permit Application - Use this application and checklist when proposing to demolish or relocate any primary or accessory structure larger than 200 square feet.

- Limited Power of Attorney Form - Required as part of the BOZAR and building permit applications if you are not the property owner. This form authorizes you to act on the owner’s behalf.
- Statement of Authority Form - Use this form when the property is owned by an LLC or other legal entity to indicate who is authorized to act on its behalf.
- Development Permit Application (BOZAR Application)- Use this application for all BOZAR submissions, including:
BOZAR & DRC Schedule Overview
For a full schedule please refer to the BOZAR 2025 schedule resource document. All formally reviewed projects will take at least 2 months for review.
- Plan Submittal: Formal applications are typically due on the first or last Friday of each month
- Staff Review: Conducted the following week and includes technical review, FAR calculations, and guideline checks.
- First DRC Meeting: Held on the second Monday of the month (except holidays) at 4:00 p.m.
- Focus: Revisions to plans submitted the previous month, which are scheduled for formal BOZAR review later that month.
- Note: Revised plans must be resubmitted by the Monday before the BOZAR meeting
- Public Notice: Formal applications are published in the Crested Butte News the Tuesday after the first DRC meeting (if held on a Monday). Notices must run for two consecutive weeks.
- Publication may be delayed if significant issues are identified during review.
- Second DRC Meeting: Held on the third Monday of the month at 4:00 p.m.
- Focus: Initial review of new projects to be heard formally at the following month’s BOZAR meeting.
- Plan revisions are due the Monday before the first DRC meeting of the following month.
- BOZAR Hearing: Held on the last Tuesday of each month at 6:00 p.m.
