Job Summary:
The Finance & Administrative Services Director is responsible for all financial record-keeping, budgeting and reporting required under Colorado Revised Statutes (C.R.S.) and the Crested Butte Municipal Code and for managing a variety of other administrative matters. This position performs a variety of complex supervisory, professional, administrative and technical accounting and finance functions in maintaining the fiscal records and systems of the Town. Plans, directs and coordinates all activities relating to billings, revenue collections, vendor payments, payroll and related taxes, general ledger accounting, financial reporting, budgeting, debt management, and investments. Ensures compliance with GAAP and town ordinances for financial reporting. Performs or oversees administrative functions including human resources and information technology systems. Maintains the Town’s personnel policies and records in compliance with federal and state law. Serves as the liaison with insurance providers and submits required reports for insurance coverage for the Town and the employees. Administers employee benefit plans. Provides assistance to the Town Manager on financial and risk management issues.
Duties and Responsibilities:

- Supervises all employees in the finance department (plan and organize staff assignments and workloads to achieve goals with available resources, train, motivate and evaluate staff, review progress and direct changes as needed)
- Manages Town’s financial records to ensure accuracy, reliability and timeliness.
- Maintains system of fund accounting as prescribed in Crested Butte Municipal Code Chapter 4 and performs duties described in the Home Rule Charter Section 6.8.
- Reviews, designs and implements accounting procedures to maintain compliance with GASB pronouncements and a comprehensive framework of internal controls.
- Prepares the annual budget in compliance with the Colorado Budget Law and within Town Manager and Town Council guidelines; certifies mill levy to the County; files budget and amendments with the State.
- Plans and coordinates the development of operating and capital improvement plans.
- Analyzes financial data; prepares and publicly presents monthly, quarterly and annual financial reports including routine updates and ad hoc reports, as needed.
- Manages billing for municipal utility customers; analyzes and advises town council regarding rates.
- Directs the investment and debt management programs to provide infrastructure and affordable housing financing and liquidity for daily operations while ensuring compliance with limitations under C.R.S. and other applicable laws.
- Manages Town’s cash, investments and debt issuance; ensures that funds are deposited to proper accounts; moves funds from accounts as required; ensures that the Town is receiving the best possible rate-of-return within the limits of State law.
- Oversees all financial transaction processing including processing of vendor invoices, disbursements, utility billing, miscellaneous invoicing (municipal services, rents, etc.), collections, certifying tax liens, processing tax filings, general ledger entries, account reconciliations, employee hiring and terminations, benefits administration, etc.
- Coordinates and fulfills data requests of the workers compensation auditors, tax auditors, etc.
- Manages all Human Resources services to include recruitment, selection, disciplinary actions, compensation, recordkeeping and benefits administration.
- Manages information technology and related systems for the Town.
- Prepares resolutions and ordinances along with cover memos summarizing the background and impact of various agreements, code changes and other actions proposed for council decisions.
- Evaluates current processes and recommends changes to increase efficiency and productivity within all Town departments while ensuring adequate internal controls.
- Directs and participates in collaborative management studies and reports on complex financial analysis and organizational and administrative policies.
- Supervises the collection of taxes, fees, and other receipts in accordance with laws and regulations.
- Communicates with Town Council, Town staff and residents, both orally and in writing, on matters of importance to the Town and Town Council.
- Directly participates in or oversees special projects, as needed.
- Monitors and interprets changes in laws and regulations as they pertain to finance and human resources functions; evaluates their impact upon Town activities, and develops and implements policy and procedural changes as required.

- Manages the Town’s risk management programs including oversight of workers’ compensation and property/casualty insurance coverage; ensures proper claims handling, policy compliance, and annual renewals and trainings; works with insurance providers to minimize loss exposure and enhance workplace safety.
Required Knowledge, Skills, and Abilities
- Qualified candidates will demonstrate well-developed oral and written communication skills.
- Solid understanding of GAAP and internal controls.
- Highly computer proficient including use of accounting software packages, Excel, Word and PowerPoint.
- Experience with Tyler Technologies and MuniRevs preferred
- Basic understanding of information technology systems and ability to oversee relationship with consultant or outside service provider for these services.
- Capability and desire to understand Colorado Revised Statutes, municipal codes, ordinances, personnel regulations and accounting processes including payroll taxes and internal controls.
- Ability to adapt to changing circumstances and surroundings including new software and responsibilities.
- Ability to resolve/diffuse customer issues and complaints.
- Principles and practices of employee supervision, work planning, performance review and evaluation, training and development.
- Principles and practices of human resources administration and ability to oversee relationship with consultant or outside service provider for these services.
- Principles and practices of developing teams, motivating employees and managing in a team environment.
- Interpreting, applying and explaining complex federal, state and local laws, ordinances and regulations.
- Using initiative and independent judgment within established guidelines.
- Establishing and maintaining effective work relationships with staff, coworkers, contractors and the public.
Education and Experience:
- Bachelor’s degree in accounting, finance, or a closely related field. MBA and CPA preferred.
- Minimum of ten years of professional experience, including at least five years of directly relevant work in an accounting or financial management position. Government accounting experience is preferred.
